Penn grew up in the wild grasses near the Nimbassa Drawbridge where a small lake tucked back near the trees held a flock of ducklett and swanna. It was there she met the 'ugly ducklett' of the flock and the two became fast friends.
While the ducklett wanted to be a dancer in the musicals, Penn's ambition was to fight in the league and someday face the champ, Alder. Every day she would meet up with her friend and together they became a formidable combination of grace and grit. The harder they trained the closer they became. However, after several years of not being caught her ambition began to fade.
It wasn't until she had given up on the idea of being caught did a trainer caught her off guard and she was taken out of the wild grass and plopped in the middle of a collector's garden. Forced to say goodbye as her childhood friend took to the wing, Penn found herself lost among the high profile pokemon that inhabited her knew home.
The experience, while not what she had desired, wound up teaching her a great deal about humans and the modern living situation of other pokemon. Armed with her newfound knowledge, she turned to learning as much as she could about technology. The endeavor resulted in her developing some electrician skills, leading her collector to allow her to seek employment in Nimbassa, keeping up the mechanisms that control the city gym.
These days she spends her time working the wires and practicing with the gym denizens, saving up whatever money she makes to finance her new ambition - to find Pokette town and visit her old friend!
